One way is to delete the efi folder from the esp partition and recreate the boot critical files from scratch using bcdboot command. Diskmgmt will label the partition currently booted into as Boot. The partition containing the boot critical files is labelled System. If Windows doesn't boot from one port, try booting from another port. In short, try booting from USB 2.0 port. Or if you must use a USB 3.0 port, then in the BIOS, change the Internal USB 3.0 controller from 'enabled' to AUTO, and try booting from each of the ports to find the one that works.
Use partition master, assign an available drive letter, for example: "S" to the EFI partition on disk 1 (your SSD) then open the Admin command prompt then type: bcdboot F:\windows /s S: /f UEFI.
